He is a level 15 White Mantle monk npc in Scoundrals Rise, involved in "To Kryta: A Journey's End"

He only uses the skills Heal Other and Heal Area, and he is bugged (I would asume its a bug) so heal heals players and monsters in his bubble.

The problem with this is that NPC's shouldn't be able to heal monsters because you can't kill them, and it conflicts with the stroyline because the White Mantle are not allies with the undead T_T

Maybe anet should fix him?

Heal Area is supposed to heal all in the area. INCLUDING your enemies.

As far as him using Heal Other to heal the enemy, I'm not sure. If he's part of the quest, he probably isn't using that on them, or if he is, then its a bug. But if you find more monk NPCs like the Priests at rez shrines in Factions, you'll see that they heal the enemy as well too.

Players have been exploiting these Priests to solo areas without actually bringing a monk henchmen.

If you read my post you would see that he _is_ using heal other on Mergoyles and Undead. They are both enemies of the White Mantle and conflict with the storyline.

It's not just him, the priest in the divinity coast mission (where you get cleansed) and the ambassador outside Ascalon City both heal monsters. Anet is aware of this (I know I'm not the only one who mailed them about it), but have yet to do anything about it.

Yeah, also in ascalon, a devourer chased me to Ambassador Zain and I couldnt' kill it because i was lvl 3...... And Ambassador Zain used heal other which healed it like 120 or something... It made me mad then i finally thought i could just run away. BUT NO!!! Zain followed me a long ass way witht he devourer....
